Roap Map of Bihar

What shall be the road map of Bihar's development? Will it start with Education? If yes, where are we now & what do we want to be? Is it just about opening of BIG institutions like IIT, BIT or NIFT in our state or if it is a question of developing the rural child?
"or"
Shall it start with the land reforms? End of the day, it's agriculture that would pave the way for better income to all hence the bandwidth & money to provide education too by the poor parents to their children!!!

Today's grin issue is not about just the land & the ownership of the same. The primary issue lies, as far as I understand, somewhere else. Getting the worth of the land that one owns. Even if the land reforms do take place, is it possible that the poor would be able to get the benefit out of it in the absence of required money to even think of sowing seeds into it, getting the best of fertilizers, technology etc to get the best harvest - On top of it, the unexpected Monsoon - why don't we, in that case, do something like below:
- Get all of the land under a single Co-operative Society.
- Get all of the people who are owners of land to work on the same land however with the professional help of people from RAU & other institutions
- Get the best of the technology for farming for which the Co-operative could charge a fees; This would take off the dependence on the individual farmers to arrange for best in class Seeds, Irrigation, Farming etc.
- Get all of these crops insured by various banks; Insurance would become easier in the wake of one insurence taken by the Co-operative & so the risk of loosing the money by bank is also lesser;
- Out of the final money earned, Co-operative gets paid, all of the individual people who worked on the land get paid (at a reasonable fixed rate) - the remaining profit gets allocated to all of the people who are the owners of land in proportion to the land they have in co-operative on a pro-rata basis.

Does it look too bad as a proposal..request your thoughts..

Thanks for the thoughts Vikas. Sorry for replying late as I was away in India for a business trip. Idea is to create the plan while discussing on this platform once we feel that idea is implementable. If you think it is doable & we have some like minded people, we can definitely take it forward from here.
